Abstract

Blaenau Gwent County Borough Council (the 'Contracting Authority'), invites tenders from suitably qualified and experienced contractors to provide a reliable, effective and satisfactory service comprising the installation, operation and maintenance of Electric Vehicle (EV) chargepoints on behalf of the following Gwent Authorities: a) Blaenau Gwent County Borough Council (“BGCBC”) b) Caerphilly County Borough Council (“CCBC”) c) Monmouthshire County Council (“MCC”) d) Newport City Council (“NCC”) e) Torfaen County Borough Council (“TCBC”) each “the Authority” and together “Gwent Authorities”. This procurement opportunity seeks to appoint a single contractor to the following Contracts: i. The supply, installation and commissioning of 69 chargepoints at 33 locations as defined within the published Invitation to Tender (ITT). NB: It is a contractual obligation that all chargers must be installed and operational by 24th March 2020 and registered on the National Chargepoint Registry by 27th March 2020 in order to comply with the OLEV grant award conditions. ii. The operation and on-going maintenance of the installed chargers, including warranty and maintenance support (vandalism, abuse, accidents, theft, repair & upgrade), comprising of a Concession Contract commencing 1st April 2020 for an initial period of 5 years with an option to extend for up to a further 3 years, reviewable on an annual basis. Whilst this initial procurement comprises the requirements as defined by the OLEV funding and is let on behalf of the Gwent Authorities, the participating authorities wish to reserve the ability to extend the longer term Concession Contract to other South East Wales Local Authorities (specifically Merthyr Tydfil County Borough Council), as they are likely to require similar future service provision and may well participate in future joint funding applications.

Total quantity or scope of tender

This procurement opportunity seeks to appoint a single contractor to the following Contracts:

i. The supply, installation and commissioning of up to 69 chargepoints across 33 locations as defined within the Invitation to Tender (ITT).

NB: it is a contractual obligation that all chargers must be installed and operational by 24th March 2020 and registered on the National Chargepoint Registry by no later than 27th March 2020 in order to comply with the OLEV grant award conditions.

This element of the requirement has a maximum available of £603,810

ii. The operation and on-going maintenance of the installed chargers, including warranty and maintenance support (vandalism, abuse, accidents, theft, repair & upgrade), comprising of a Concession Contract commencing 1st April 2020 for an initial period of 5 years with an option to extend for up to a further 3 years, reviewable on an annual basis.

To accommodate potential future expansions, the estimated total contract value (i.e. the Works Contract and Concession Contract)is £0 - £2,000,000

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives.
