Short description of the contract or purchase(s)
In Time Banking people receive a paper token as a thank you for contributing time to their community or service. They can then “spend” the time banking token to access events, training and leisure activities, or to thank others in turn.
Carmarthenshire County Council (both Housing Services Division and Communities First) has been working with Spice Innovations Ltd over the past two years to develop a Time Banking programme that now has over 660 members. Participants have been aged between 3 and 97 years. These individuals have given over 20,500 hours back to their community through the scheme through a network of 70 organisations. To date this programme has been funded by INTEREG IVB North-West Europe Programme and the RDP, but these funding schemes finish the end of January 2015.
The programme has seen marked achievements in enabling communities to meet their own needs and to impose outcomes for local people in times of austerity. Embedding the scheme further within services and expanding the geographical reach of the Time Banking Network will enable Carmarthenshire County Council to meet its strategic objectives to develop sustainable and safe communities, in which people fulfil their learning potential and are healthy and prosperous.
The next stage of Time Banking in Carmarthenshire will see Time Banking successfully embedded into Communities First and Carmarthenshire Housing Services to ensure the sustainability of the programme in years to come.

That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calender days, provides time for unsuccessful tenderers to challege the award decision before the contract is entered into The Public Contracts Regulations 2006 (SI 2006 No5) provide for aggrieved parties wo have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
