The Port of Milford Haven is seeking a proposal for a Leadership and Development Programme with a view to subsequently forming a learning and development contract for a period of two years from 1st October 2015 to 30th September 2017 with an option to extend for a further period.
Job specific and/or technical training is largely carried out through coaching and/or internal or external training organised by department. Organisational management learning and development is currently led by HR Team delivered through a range of ad hoc training interventions covering key management topics.
The successful contractor will propose and deliver or arrange delivery of a programme of tailored management learning and development for team leaders and middle managers, excluding senior managers, (40 employees) in line with an agreed matrix of competencies. Deliverables for the duration of the contract would be:
- Individual training needs analysis, evaluation and assessment of requirements
- Individual training and development plans across defined matrix of competencies and core skills
- Delivery or arrangement of delivery (on site wherever possible) of recommended learning and development interventions
- A recommendation for accreditation of learning appropriate to individuals and job roles
Timetable
For duration of two year contract, Contractor to propose and maintain an agreed appropriate individual timetable (not to exceed two years per individual) for:
- Organisational Training Needs Analyses of group
- Identification and agreement with individuals of individual learning and development needs in the form of Individual Personal Development Plans
- Delivery or arrangement of delivery of identified interventions to facilitate fulfilment of Personal Development Plans. Emphasis should be placed on developing a range of engaging assessment and training methods and interventions to appeal to a broad range of learning styles through the use of formal and informal training courses, briefings, workshops, role-play, coaching/mentoring, self directed learning, e-learning, virtual learning sites, etc
- Commencement/completion of accredited learning where appropriate to the individual.
The Port will provide agreed services or materials on site in support of the requirement to include office space for training purposes, materials, computers, and appropriate release of individuals to attend sessions taking account of the operational needs of a busy Port operating 24 hours a day, 7 days a week. The contractor should therefore take account of operational requirements and shift patterns when organising training sessions or meetings on site with members of the group, which in the first instance should be arranged through HR Team.
