Abstract

One (1) Pilot Vessel, is intended to be purchased, potentially followed by a second Pilot Vessel upon completion of successful trials and up to one (1) year of in-service assessment. A high-level outline vessel requirement is stated below:

Proven Heavy Weather Pilot Vessel for safe operation in 6.0 – 7.5m significant wave height sea conditions with mixed wave periods ranging from 3 to over 10 seconds and confused wave directions caused by wind / tidal effects, river flow / ocean currents.

Undertake boarding operations safely at 6 – 10 knots

Operate 3,000 hours per annum

Provide knockdown resilience and safety to the operating crew

Operational speed greater than 25 knots in calm water

Comply with UK MCA Work Boat Code of Practice Edition 2 and certificated for Pilot Vessel Operations. – MECAL are considered to be the certifying authority on behalf of the UK MCA.

Vessel structure design and built under survey to Lloyds Register’s Special Service Craft (LRSSC) rules or equivalent

Response to Query 18.03.22
Question - Would be possible for MHPA to confirm the available working budget and intended delivery time for the one plus one Pilot Vessel.

Answer – “At present MHPA does not have a defined budget for this project. Although price will is a consideration of the tenders it would be MHPA’s intention as part of the competitive dialogue process to work with suppliers to define outline costs to meet our desired operational capabilities. The scoring of the submissions will be weighted towards quality over price 70%:30%.

The desire of MHPA would be have the first vessel delivered by end of 2023 but would be willing to discuss extensions to these dates for the right solution. The 2nd vessel would be procured upon the successful adoption and at minimum 12 months utilisation of the vessel in full service.

CQ1. Do you have a preferred hull build material for this vessel? Steel/Aluminium? –

There are NO preferences to hull material, overall boat length or engine manufacturers at this time.

A full technical specification will be issued as part of Stage 1 of the “Competitive Dialogue” process that selected boatyards which pass this PQQ stage will receive. MHPA would expect each boatyard to specify within their proposals which solution they recommend to meet the operational requirements of the service.

CQ2. Is there a preferred length range for this vessel?

As stated above

CQ3. Is there a preferred brand selection of engine and gearbox?

The requirements specification will be provided to illustrate the performance requirements of the Heavy Weather pilot Boat and does not present a solution as a requirement. The proposed brand will be the boat builder’s preference in order to achieve the required performance capability. Further discussions will be made during the competitive dialogue process

CQ4. Given potential design restrictions and vessel operation area, would a lesser speed than the stated 25 knots be deemed acceptable for further technical review?

The technical requirements specification will indicate the operational capability with regards to speed in a range of sea conditions from calm water to HS6.0m. Evidence will need to be provided to illustrate that the proposed vessel will be able to achieve the required performance. 25knots or greater in calm water is one of many initial performance targets set to ensure the vessel has adequate power /thrust and acceleration to operate safely in all sea conditions expected from the vessel.
