Wrexham County Borough Council is seeking to appoint no more than 3 Arboricultural contractors to this Arboricultural Maintenance Service Framework Agreement.
The contract will be for a fixed three year period with an option by the authority to extend for a further period of 12 months.
It includes the provision of all aspects of tree surgery work within the Wrexham County Borough during the hours of Monday to Friday 0730 –1715 and some weekends and occasional emergency works during or after adverse weather conditions. Typical work will include large and small scale street, garden or open space tree pruning, felling and stump grinding or any other reasonable request in relation to the Framework Contract provision.
The estimated total Framework value of works (specified in hours) is estimated to be in the region of 6000 hours. The framework value is based on the hours issued over the last 3 years and represents the estimated total value of the Framework. It does not indicate any expected level of income for Contractor's awarded a place on the framework.

Lodging of appealsWrexham County Borough Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. [The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into]
