Abstract

Our Executive Team have recently set a stretching and far-reaching five-year vision for transformational change that will touch all aspects of our business; our working methods and environment, service delivery, data collection and management, processes, systems (technology) and partnership arrangements. A cross-directorate group of senior managers will lead on discussions with stakeholders with a view to recommending a ‘critical path’ roadmap of activities and projects which will realise the vision set; they will play an ongoing critical role in programme delivery thereafter. We are seeking to appoint a suitably qualified and experienced consultant(s) to work with us to set our ‘critical path’ (6 months). Acting in the capacity of a strategic advisor, critical friend, mentor and coach you will support and challenge us to set in motion a high-impact plan having regard to optimum project phasing. You will support us in the handover of the Critical Path roadmap to our dedicated in-house programme management office and act as a Critical Friend through to programme commencement.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Tai Tarian is committed to contributing to the social, economic and environmental well-being of the wider community. Consequently, Community Benefits clauses will be a mandatory contract clause. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the contract.

This means, as part of their tender response, Tenderers are asked to set out how they will deliver ‘community benefits’ through the contract by completing the ‘Menu of Options’ which will form their Community Benefits Plan, attached as Appendix 4.

The buyer considers that this contract is suitable for consortia bidding.
