Abstract

Wrexham County Borough Council (WCBC) wish to commission a public realm study to provide an evidence base for its Local Development Plan (LDP 2013-28) and to support the emerging Wrexham Town Centre Masterplan. The Council is preparing a Town Centre Masterplan to provide a clear vision for the future development of the town centre in terms of its retail, residential, commercial and leisure offer. The Masterplan will influence Town Centre policy within the emerging LDP and will encourage and guide future private sector-led investment. This study will support the Masterplan by identifying how public realm within the Town Centre can support increased residential opportunities, can strengthen the retail and commercial offer and can improve and encourage greater connectivity and accessibility within and around the Town Centre. The study will focus upon the Town Centre Masterplan area which is identified on the plan provided within the Invitation to Tender Documentation. The role of the consultant will be to provide a written report, containing supplementary images, mapping and diagrams to illustrate key findings. Some background, contextual evidence and mapping has already been undertaken by the Council to support the Masterplan and is available within the appendices of this brief. The consultant’s report will need to: 1. Provide and explain the context of the study, compiling the existing information provided by the Council, identifying any gaps in knowledge and evidence collected by the Council and undertake actions to fill any gaps where necessary; 2. Assess the existing Town Centre public realm in terms of quality, function, legibility, accessibility, green infrastructure and design; identifying any existing positive and negative elements of the public realm in relation to the objectives of the Masterplan; 3. Provide a strategy for the public realm within the Town Centre. The public realm strategy will need to; (a) Demonstrate how it supports the draft Masterplan vision and objectives integrating planning, regeneration, conservation, play, urban design, green infrastructure, active travel, accessibility issues into a clear and cohesive strategy; (b) Identify a range of interventions to the public realm to offer improvement to access and movement, function, legibility (including signage), green infrastructure (including trees and planting), streetscape, sense of place, lighting and materials within the Town Centre; (c) Consider how the public realm can be used to inform and support the design and the delivery of key development sites (shown on the map attached as appendix 3) in the Town Centre.

The study is expected to take approximately four to six weeks to complete from the date of appointment (in any case all work must be completed and invoiced before the end of March 2015). The exact timescale required to provide all the information will be fixed on appointment. An indicative timetable for the whole contract will be required as part of the tender submission.
