Abstract

DBW is carrying out a procurement advertised in Find a Tender Service (FTS), via Sell2 Wales, under the Open Procedure of the Public Contracts Regulations 2015 to procure IT Support Services to support and develop Microsoft Dynamics 365 under the Standard T&C’s. The Development Bank is looking for a strategic partner who can support and develop their Microsoft Dynamics 365 estate. Microsoft Dynamics CRM has been in use at the Development Bank since 2012 and is the core tool used by Investment teams to manage customer accounts, interactions and application processing, amongst other processes. A high level of knowledge and capability of the system exists within the organisation, with the majority of Microsoft Dynamics features being used. Approximately 240 licenses are utilised, comprising of a mixture of Dynamics 365 Sales Enterprise and Dynamics 365 Customer Service Professional licenses. Initially installed as an on-premises deployment, Dynamics is now consumed wholly as a Software as a Service offering. The aim of the project is to create efficiencies in the application assessment process and reduce response times to customers by capturing data right first time at the point of entry by using customer online interactions and 3rd party API integrations to aid the application assessment process. The project is being delivered with the incumbent CRM supplier. Once complete the newly transformed Dynamics solutions will be handed over into business as usual with support and future development covered by this contract.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The Development Bank is looking for a strategic partner who can support and develop their Microsoft Dynamics 365 estate. The successful bidder will be able to evidence the following capabilities:

Demonstrable track record in the development and support of Microsoft Dynamics 365 solutions across a varied customer base that includes Financial Services. Supplier must have the capabilities to support custom entities.

Demonstrable experience of delivering solutions via the Microsoft Power Platform specifically including canvas apps and Azure Web apps.

Capabilities and track record in delivering portals using the built in Microsoft Dynamics / Power platform functionality.

Experience in integrating third-party APIs with the Microsoft Dynamics Platform.

Resource capabilities that evidence strength in depth in business analysis, development, support and project management

Able to demonstrate adherence to the Microsoft Software Development Lifecycle and experience of supporting Microsoft wave releases.

Required to collaborate with DBW on requirements gathering, software development, testing and deployment using the Microsoft DevOps framework.

Track record in implementing Automated Life Cycle Management for Dynamics CRM environments.

A Certified Microsoft Gold Partner, or latest appropriate equivalent, with access to Microsoft technical resources for roadmap planning and problem resolution escalation.

Capabilities to advise and support on the interoperability with the wider Microsoft 365 suite of applications, including but not limited to Microsoft SharePoint, PowerBi and Exchange server.

Strong experience on implementing security best practices within Microsoft Dynamics environments.

It is anticipated that the successful bidder will be engaged in the support and development of Microsoft Dynamics CRM as its primary business activity.

Mandatory IT requirements

DBW operates a cloud first strategy, therefore the solution must be delivered as a cloud based Software as a Service solution.

Cyber essentials plus certification is a minimum requirement. SOC2 and/or ISO27001 is expected, with CSA STAR certification and/or attestation desirable for cloud service providers.

The provider is to be responsible for all back-up and Disaster Recovery operations.

Single sign on compatibility with Azure AD or support for two factor authentication.

Simple, intuitive user interface.

System accessibility for users from multiple offices and remote locations.

The implementation should deliver a minimum of live, test and train environments and the means to copy data between environments.

The supplier system provided will meet information security requirements including:

a) General approach to security

b) Product level security e.g. roles

c) Operating System and Network level security

d) Use of encryption

e) Patching of hardware and software components for security.

f) Validation of security of the solution e.g. penetration tests, vulnerability and intrusion detection

Management of product updates.

Define any prerequisites or dependencies necessary for the implementation.
