Abstract

London Trams, a subsidiary company of Transport for London (TfL), is seeking to conduct an early market engagement exercise in advance of a procurement process to appoint a principal construction contractor for the proposed build of an extension to the existing tram network in Croydon centre. The proposed new section, known as the ‘Dingwall Road Loop’ will take the form of an anticlockwise loop of new tramway to the east of the network in the town centre along Dingwall Road and Lansdowne Road. The project also requires the construction of a new tram stop on Lansdowne Road and the refurbishment of the existing tram stop on Wellesley Road.

This new tramway is required to support the projected increase in passenger numbers generated by the opening of the new Westfield shopping centre in Croydon due for opening in 2020 as well as numerous other developments occurring in the area. Croydon has been identified as an opportunity area within London and both population and employment growth are expected to be significant over the period up to 2030. The project aligns with Croydon Council's ‘Connected Croydon’ programme to upgrade and improve the town centre.

London Trams wishes to conduct a market engagement exercise with potential contractors who may be interested in tendering for the main construction contract to inform the procurement strategy taken forward. It should be noted that this market engagement exercise will in no way contribute to the outcome or participation in any future procurement process.

Interested parties are invited to submit their request to participate in the market engagement exercise via email to supplychainintelligence@tfl.gov.uk quoting ‘Dingwall Road’ by no later than 17:00, 17.9.2015.

Upon receipt of your request TfL will provide you with the Dingwall Road Supplier Engagement Questionnaire. Please provide your response to the questionnaire via email by no later than 17:00 on 25.9.2015.

We anticipate that following initial questionnaire submissions, a sample pool of potential contractors may be invited to attend further face-to-face discussions on the project.
