Tai Tarian is seeking to award a Contract to a single Contractor to undertake External Property Works including (but not limited to) walls, fencing, paths, clearance and miscellaneous associated works which could include re-positioning existing boundaries and creating new boundaries.

Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems.

Total quantity or scope of tender

It is anticipated that there will be circa 30 properties (with example properties included in Appendix 2 – Phase 1 Schedule of Works) issued as part of the initial period of this Contract and all works will need to be completed by 31st March 2024. After completion of the initial period, Tai Tarian may extend the Contract for a further 12 months until 31st March 2025, and it is anticipated that during this extension period, an additional circa 100 properties will be issued as a programme of works to the successful Contractor.

For avoidance of doubt, the property figures provided above are indicative figures only based on historical data and Tai Tarian is under no obligation to issue the exact number of works orders and properties provided.

The scope of this Contract comprises of external property works to Tai Tarian’s domestic properties as set out in the External Works Specification (Appendix 1) for the Contractor’s submitted rates set out in the Phase 1 Schedule of Works (Appendix 2).

In addition to this, the Contractor may be required to carry out works that are within the scope of the Contract but are not specifically provided for within the relevant Schedule of Works.

The estimated initial value of the Contract until 31st March 2024 is 100,000 GBP, and the estimated value of the optional extension of the Contract to 31st March 2025 is 300,000 GBP. The total estimated value of the Contract (including the optional extension) is 400,000 GBP excluding VAT.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

It’s Tai Tarian’s intention that the delivery of the Contract assists in the achievement of their commitment towards community benefits as outlined in Tai Tarian’s Community Benefits Policy. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the Contract, if a Tenderer does not agree to this, then the Tenderer will be rejected.

It is a contract condition that the Contractor delivers community benefits as part of this Contract.

There are a variety of community benefit obligations outlined in the Contract and the Contractor must agree to deliver one or more.

Tenderers must not outline the community benefit’s they are currently delivering for existing Clients. Tenderers must outline what they propose to offer for Tai Tarian if awarded the Contract.

Delivery of community benefits through all spend is aligned with the Well-being of Future Generations Act Wales and delivers against its goals.

All community benefit activities must take place within the Neath Port Talbot County Borough.

The buyer considers that this contract is suitable for consortia bidding.
