The purpose of the procurement is to procure a framework for the supply of legal services to the Regulator for Social Housing Providers in England. The regulatory function is currently carried out through the Regulation Committee of the Homes and Communities Agency, independently of the HCA's other functions. The framework will provide a flexible legal resource to support delivery of the regulatory function and — after the establishment of that function within a separate organisation — to support the regulator as a corporate entity.
The framework will comprise 2 Lots.
The framework advertised here is only to support Regulation. HCA is setting up a different legal services framework to support its other, non-Regulation, functions.

When the HCA's regulation function is transferred to a separate organisation, this agreement will be transferred to the Regulator by the HCA. If the regulation function transfers to a separate organisation before this procurement process is completed, the remaining steps of the procurement process and the award of this agreement will be carried out by that separate organisation.
All discussions, meetings and communications will be conducted in English.
The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP.
This procurement and award is subject to the transparency arrangements being adopted by the UK Government. These arrangements include the publication of tender documentation issued by the HCA and the contract between the HCA and supplier. Bidders should highlight any areas they consider commercially sensitive in order for the HCA to be able to honour our transparency obligations without undermining the bidder's commercial interests.
