Abstract

Powys County Council are seeking a specialist leisure operator with which we can establish a long-term partnership to deliver quality sports and leisure services to our local residents and visitors to the area. The organisation with which we partner with will bring skills, financial capacity, proven operating practices and procedures, commercial acumen and dynamism together with an approach to managing the services which reflects an empathy with a public service ethos. Whilst we hope that the partnership will develop over time to expand the range and depth of provision and the contribution made to the health and wellbeing of local people, our partner will be required to enable us to achieve the following objectives: •Lower revenue support for the service sufficient to at least enable the Council to meet its Medium Term Financial Plan requirements for leisure services net operating costs. •Capital investment sufficient to address the issues identified in the recent condition surveys. •Enhancements to the services offered. •Improvements in the collation of user statistics and the contribution made to health and well-being outcomes. We understand the importance of leisure provision to the people in Powys, and we are wholeheartedly committed to providing opportunities for people to participate in sport and physical activity in the future. Our Vision is that; Powys will be a county that makes it easier for people to choose to be physically active contributing to their long-term health and well-being. There will be high quality programmes and resources, support for learning and skills development, a commitment to sporting excellence and improved access to participation.

Additional Information

This procurement is considered to be a procurement of a concession and is not therefore subject to the Public Contracts Regulations. However, the Council intends to follow a process, which will treat all applicants equally and in a non-discriminatory and transparent way. The process which will be followed will be a two stage process as set out in the PQQ and to be set out in the Invitation To Tender (ITT).
