Joint Tender:
— Lot 1 Provision of a Community Equipment and Installation Service for adults living in East Sussex or registered with an East Sussex GP.
— Lot 2 Provision of a Managed Telecare and Assistive Technology Service for adults living in East Sussex.
East Sussex County Council will be tendering for both the above services as part of one process. Organisations will have the option to bid for 1 or both of the lots.
Overview of Services below:
Lot 1 Provision of a Community Equipment and Installation Service for adults living in East Sussex or registered with an East Sussex GP
East Sussex County Council Adult Social Care and East Sussex Clinical Commissioning Groups (the Commissioning Partnership) are retendering their Community Equipment Service and Installation Service as one lot (Lot 1).
Both these services support the whole systems policy to help more people live independently in the community, reduce acute bed care, facilitating safe and timely discharge and support admission avoidance strategies.
Lot 2 Provision of a Managed Telecare and Assistive Technology Service for adults living in East Sussex.
East Sussex County Council Adult Social Care is re-commissioning a new service model to provide our countywide Telecare service.
The purpose of the Managed Telecare and Assistive Technology Service is to pro-actively support adults to maintain and develop their independence through the increased use of Telecare and AT as part of the Departments move towards reablement.
Service components include:
— a cost-effective managed installation service, supported by an online ordering facility,
— underpinned by an efficient call monitoring service that enables the safe care and early detection of increased client need, pro-actively supporting clients to increase their ability to self-care,
— and supports Adult Social Care prescribers to increase client independence and reduce the need for other forms of support.

East Sussex is seeking expressions of interest from suitably experienced companies for the provision of the following via a joint tender process:

— Lot 2 Provision of a Managed Telecare and Assistive Technology Service for adults living in East Sussex.

The contract will commence on 30.9.2015 for an initial 4 year period with the possibility of an extension period of up to 24 months.
The tender will follow a two stage process — which will comprise of a pre-qualification questionnaire (PQQ), following which, shortlisted suppliers will be invited to submit bids via an Invitation to Tender (ITT) process. Tenderers will be selected on the basis of their scores at the Pre-Qualification stage.
The Council will action this tender electronically through an electronic tendering system called SE Shared Services details of which can be found below. No hard copy returns will be accepted.
Completed PQQ documents should be uploaded via the SE Shared Services website which will then be sent to a secure tender box. (Details below).
The closing date and time for the submission of PQQ responses is Monday 24.11.2014 at 12:00 noon.
