Justification for selected award procedure:

New works/services, constituting a repetition of existing works/services and ordered in accordance with the strict conditions stated in the Directive

Explanation:

This is a unique partnership with the MU Foundation, The Foyle Learning Community and several UU departments to support educational attainment and aspiration at the Magee campus at Derry~Londonderry.

The UU/MUF Partnership identifies and creates opportunities for collaborative educational outreach between UU, FLC and the wider Northwest community, with the following partnership objectives:

• to deliver educational programmes to develop a long-term partnership that is focused on delivering positive impacts and outcomes for young people in Derry~Londonderry initially, evolving to other agreed areas of Northern Ireland over time.

• work ‘where people need our support’; that is to work primarily in those areas that suffer from considerable socio-economic challenge (indicators are free school meals, indices of multiple deprivation).

The Partnership co-designs a portfolio of programmes addressing the challenges young people face, such as low levels of confidence, motivation, teacher and school disengagement, anti-social behaviour, low attainment and low aspirations. The programmes currently dovetail existing WAP schools outreach, giving additional partnership benefit to the schools and pupils.

The Direct Award complies with PCR Regs 32 (9) for this procurement where it states that the negotiated procedure without prior publication may be used for public supply contracts for new works and services consisting of the repetition of similar works or services entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that such works or services are in conformity with a basic project for which the original contract was awarded following a procedure in accordance with regulation 26(1) and (2).
