Abstract
Welsh Ministers are directly accountable for 1,709km long strategic road network (motorways and trunk roads), holding statutory duties and powers for its safe operation, maintenance and improvement as highway authority. It requires an asset management system which is essential for demonstrating that this duty has been discharged by recording safety inspections and routine maintenance as well providing asset performance and condition data which ensures the network is maintained at minimum whole life cost.
