2. The Specification EWC requirements 2.1 Content development required. Develop content to promote careers in education. Content should include a minimum of two videos (one Welsh and one English) as well as photography for each of the following groups: - School leadership - School supply staff - Further Education learning support worker - Work-based learning practitioner - Work-based learning manager - Youth work leadership and management - Youth worker (local authority) - Volunteer youth worker 2.2 Content outlined in 2.1 will need to be completed before 31.12.22. 2.3 As well as content outlined in requirement 2.1, content will be required on an ongoing basis as and when directed by EWC officers over a period of two (2) years. The procured provider will be required to provide a fixed price quotation (based on the rate card provided) for content following receipt of a full brief from EWC Officers. -All content must be translated and available in Welsh and English -All content must be accessible and comply with WCAG 2.1 A 2.4 Campaign development and management Develop and manage relevant campaigns to engage with specific groups within the education sector. Current groups include schools, further education, work-based learning and youth work. - Campaigns will need to consider and address engagement for individuals within priority recruitment areas: Welsh language, Black, Asian and Minority Ethnic and Science, technology, engineering and mathematics (STEM). -The procured provider will be responsible for the development and delivery of the campaigns. Including development of campaign strategy and content, campaign delivery, reporting and tracking and providing an evaluation report when the campaign has concluded. - Campaigns will be required on an ongoing basis over the period of two (2) years as and when directed by EWC officers. The procured provider will be required to provide a fixed price quotation (based on the rate card provided) for campaigns following receipt of a full campaign brief from EWC officers. -Campaign content should be bilingual and available in Welsh and English - All content must be accessible and comply with WCAG 2.1 A 2.5 Social media management Manage all social media channels for Educators Wales (Facebook, Twitter, Instagram and LinkedIn) to help grow and optimise the channels and their reach. This will include: - Development and implementation of an annual social media communication strategy and monthly reporting to EWC officers. Monthly reports should include analytics of website traffic and social media engagement. - Ensuring all social media channels are being utilised to promote careers and improve perceptions of careers in education in Wales. The provider will be responsible for responding to engagement on social media channels within 24 hours. - Development of content for social media posts - Development of social media calendars - Ensure content shared on social media channels is representative of each sector group (schools, further education, work-based learning and youth work) and that content is diverse and inclusive. - Liaising with EWC officers to ensure Educators Wales events are promoted through social media channels - The procured provider will be responsible for social media management for the duration of the contract (two years). 2.6 General requirements relevant to 2.1, 2.2, 2.3, 2.4 and 2.5 All content, campaigns and social media must align to the Educators Wales brand guidelines and Brand and Campaign positioning document. Services must be delivered in a manner which is compliant with the Welsh Language (Wales) Measure 2011 [the Welsh Language Act 1993] and with the Welsh language standards [Regulations no. 4] that the authority is liable to comply with for the Services, as if the tenderer was itself the authority. Tenderers must ensure that they are familiar with the standards to which the authority is required to comply. Note: The EWC has a duty to ensure that the Welsh Language is not treated less favourably than English.

In providing the services outlined, the supplier (as the data processor) must adhere to the Data Protection Act (and GDPR) and provide EWC as the data controller with any necessary evidence of compliance.
