Tenders are sought from consultants prepared, in the first instance, to draft a conservation plan to support an application for a delivery grant.

Appointed by the Trust and reporting to the Joint Working Party the successful candidate will be responsible for the preparation of a conservation plan to RIBA Work Stage 2, in compliance with HLF guidance dated October 2012.

Interested parties will provide a concise methodology statement that explains:

• The intended procedures for consultation, research, field-work and surveys

• The professional skills offered for the project, including the names and CVs of proposed key members, their relevant expertise and specific responsibilities

• A resource plan of the breakdown of chargeable hours between individuals and project stages

• Proof of professional indemnity insurance

• The total cost, identifying day rates and durations, expenses and VAT separately.

A summary of similar, successful commissions within the last five years should be provided.

Tender Evaluation

Tenders will be evaluated using the following criteria and weightings:

• Cost 30%

• Relevant expertise of key members 15%

• Relevant prior experience 15%

• Assessment of ability to deliver on time, within budget 20%

• Quality of submission 20%

Terms & Conditions

Consultants will be appointed under the terms of the Landscape Consultant’s Appointment 2013.

Additional Work

A separate contract will be awarded for :

• a full activity plan

• a costed management and maintenance plan

• a business plan, incorporating cash-flow projections

• a master plan

• detailed proposals to RIBA Work Stage 3, including a schedule of works, specifications and costs

• the programme for the delivery phase.

Expressions of interest would be welcomed, but no guarantees in this regard can be offered and quotations should be confined initially to the conservation plan.
