Abstract

Ofcom requires a Managed Service Provider (MSP) for temporary recruitment, with a contract commencement date effective from 19.10.2015. The successful provider will fully manage Ofcom's temporary resourcing. The overarching key requirement is for the successful provider to provide talent on-site as quickly, efficiently and as cost effective as possible whilst meeting the needs of the business.

An on-site service is required, which enables the provider to deal with inductions, interviews and all aspects of administration regarding temporary workers on-site. This would enable the provider to respond flexibly to Ofcom's recruitment needs, as certain Line Managers within Ofcom will have varying ownership expectations as to the end-to-end recruitment process.

Ofcom has c.800 permanent colleagues. On an annual basis, the volume of the temporary recruitment can vary. Below is information on the number of placements in the last three years and the departmental/skill areas of the placements. Based on current forecasting, we see the annual requirement very much aligned to the recent annual trends tabled below. However, depending on projects in any given year, the MSP must be able to scale the service up or down appropriately to meet the needs of the business.

Ofcom is seeking a MSP which can fulfil the entirety of its temporary resourcing needs. This includes (but is not limited to) an MSP that can offer the following key services:

— establish a variety of modern, cost effective sourcing methods that will attract high quality candidates to a range of roles from back off support to specialist contractors;

— establish an efficient and timely Candidate Selection process (eg pre-screening, interviews, assessment centres etc);

— adhere to strict governance practices including; checking all candidates right to work documentation; pre-employment screening, criminal history and security checks;

— ensure a positive candidate and colleague experience throughout the colleague's duration at Ofcom;

— update and maintain Ofcom's Human Resource Information Systems (HRIS), and the storage of all new starter documentation accurately and appropriately. Develop and maintain a current and up to date Job template library;

— provide and have full ownership and control of an electronic time-sheet system. Regularly and actively solicit feedback from colleagues, Line managers and the Ofcom Sponsor;

— provide real time management reports in a suitable electronic format and in a timely manner;

— building and maintaining relationships with all stakeholders both internal and external including but not limited to Hiring Managers, colleagues, HR, Finance and recruitment agencies.

Additional Information

Operators that wish to express interest in being invited to tender for the requirement should submit their Expression of Interest and completed prequalification questionannaire via the Ofcom Bravo Solutions website at https://ofcom.bravosolution.co.uk by 12:00 on Monday 29.6 2015.

Ofcom intends to issue invitations to tender documents to those operators that are selected by 22.7.2015. Tender responses will be required to be submitted via the Ofcom Bravo Solutions website at https://ofcom.bravosolution.co.uk by 12:00 on 17.8.2015.

Opertors should refer to the Ofcom Bravo Solutions website at https://ofcom.bravosolution.co.uk to view a copy of the draft invitation to tender documents.

The resulting contract is expected to be awarded by 6.10.2015, and the service to commence by 1.12.2015.

The Contracting Authority intends to use an e-Tendering system in this procurement exercise and reserves the right to use a reverse auction.

Lodging of appeals

Ofcom will incorporate a standstill period of ten days between the communication of the award decision to tenderers and entering into a contract with the successful tenderer. Tenderers wishing to obtain further debriefing a minimum of three working days before the end of the standstill period must request it within two working days of the award decision being communicated to them. This should be requested from the contact point indicated in section I.1.

Where issues regarding the award cannot be resolved between Ofcom and the tenderer, the Public Contracts Regulations 2015 allow for appeals to be brought before the High Court of England and Wales. Any such appeal must be brought promptly and in any event within 3 months.
