The 2007-2013 European Regional Development Fund (ERDF) Operational Programmes aim to make Wales a vibrant, entrepreneurial nation at the cutting edge of sustainable development. The key drivers to achieving this with the ERDF Programmes are:
1. Helping businesses to move continually up the value chain and increase the value added per job, thereby raising productivity and earnings; and
2. Creating an attractive environment for people in which to live and work and invest, including through the regeneration of the region’s poorest communities.
The Evaluation of ERDF Support for Businesses will supplement existing Programme monitoring data to assess the effectiveness of the ERDF Enterprise, Business Finance, and R&D and Innovation areas of the Programmes. The study will provide useful information to WEFO (the Welsh European Funding Office who manage the Programme)on the outcomes achieved to date by the businesses assisted and financially supported by ERDF projects. The evaluation will contain four key elements:
• a telephone survey;
• qualitative exploration of certain survey findings;
• linking ERDF data with other data sets; and
• a counterfactual impact evaluation against similar enterprises.
