Abstract

Torfaen County Borough Council (TCBC) would like to commission a consultant to undertake a three stage study for Canalside, on the following elements: - Stage 1 – Provide a detailed development appraisal and advice on the suitability and commercial viability of land uses proposed for the SAA2 Canalside allocation in the LDP and identification of any additional uses that could make the scheme viable or an increase in the provision of uses identified in the LDP Allocation (depending on Planning Policy requirements).The development appraisal specifically to include the cost of acquisition of the existing property interests reflecting an estimate of compensation payable assuming a confirmed Compulsory Purchase Order. Stage 2 – Provide advice on the potential Section 106 monies available from the development of Canalside based on the best commercially viable land use mix identified in stage 1 and any Grampian conditions which should be considered, along with a mechanism to ensure the S106 monies from all the sites within the Canalside allocation are brought together to cross fund the scheme as a whole and assist with the regeneration of the canal and associated infrastructure. Stage 3 – Provide advice on: - a)the use and timing of the Council’s CPO powers in order to advance the purchase of land to ensure the delivery of the Canalside allocation, together with the approach to negotiations by agreement including the use of option agreements; b)the special purpose vehicle for delivery of the project to include a review of the existing legal advice and practical application to the information provided by Stage 1 and 2; c)the procurement process to include a review of the legal assessment of the procurement process and provide advice on soft market testing within that context; and d)a business relocation strategy for the businesses displaced as part of the Canalside development.
