Abstract

The Commissioner is seeking a Contractor to conduct public perception surveys on residents within the Gwent Police area. The new contract must address the need for the continuation of detailed information regarding community perception and confidence. It is essential the Contractor who supply this product have extensive experience in Police related public engagement and are affiliated to a professional Market Research society and have IOC (Information Commissioner’s Office) registration. Gwent Police already employ a proven survey question set, but question set flexibility is also key to allow a tailored approach should Gwent Police require a question change at any point in the contract. The successful Contractor shall need to provide continuity and a seamless continuation of the perception information taking into consideration the trends and perceptions already obtained over a three-year period. The surveys are to be conducted in four waves where a random representative section of our communities take part in the survey process. The Four waves are to be made up of three-month periods and must fall in line with the financial year (1st April – 31st March). The successful Contractor must also have the capability to deliver surveys in several different languages in order to successfully liaise with the diverse populations of Gwent. If the Contractor is unable to provide this service in-house, a sub-contracting arrangement, at cost to the Contractor, must be made and details provided to Gwent Police. All sub-contracting arrangements are to be detailed.
