Denbighshire County Council provides HR and Payroll services to approximately 5000 employees and employees of external companies and are looking to engage the market for the supply of an integrated HR and Payroll Management Information system which can effectively operate within a Welsh Local Government with a complex organisation hierarchy.

- Comprehensive Payroll Management (pay, multiple pensions, AVCs, spinal points, student loans, court orders, salary sacrifice schemes,)
- Process weekly or monthly payroll, advances of pay
- Timesheets
- ePayslips
- Comprehensive payroll reporting including statutory reporting
- P11D, P45, P60 Issuance
- Process Automation
- Alerts and reminders
- Comprehensive Auditing
In addition, the solution must comply with:
- Denbighshire County Council’s GDPR and Data Protection requirements including:
Compliance with the Council’s Corporate Data Retention schedule;
Compliance with the Council’s Data Protection procedures;
- Compliance with Denbighshire County Council’s ICT Technical and Security Standards.
The Council is not seeking a development partnership, but rather looking for an established ‘out of the box’, flexible, configurable, and scalable solution that can be implemented quickly and securely.
