Prudent Repair and Maintenance Strategy for CCBC Industrial Premises Portfolio

Description of the goods or services required

The Estates & Asset Management section of Conwy County Borough Council (CCBC) is looking to identify and prioritise both current and future expenditure relating to the repair and maintenance of the industrial premises within its property portfolio.

The Council wishes to instruct a suitable and experienced consultant to act on its behalf in undertaking condition surveys of the portfolio and identifying projected expenditure to assist in formulating a Planned Preventative Maintenance (PPM) Strategy for the industrial portfolio based on the information gathered and advice given.

Total quantity or scope of tender

In order to allocate sufficient capital and revenue funds to properly manage and operate the Council’s leased out industrial portfolio into the future, the Council requires consultants to survey the portfolio and provide costings for backlog and planned and preventive maintenance, along with lifecycle cost forecasting. Given increasing statutory requirements related to energy efficiency and leased premises, consideration also needs to be given to improving energy efficiency.

The Council are seeking to identify backlog and future costs of planned and preventative maintenance (subject to tenant lease obligations) which may or may not include a bid for additional Capital and/or Revenue budget to ensure that the Portfolio remains ‘fit for purpose’ through the remaining economic life of the individual Units.
