Abstract

In the context of the deployment of floating offshore wind (FLOW) power generating infrastructure in the Celtic Sea, the transit of fully constructed integrated FLOW turbines along the Milford Haven waterway represents a challenge for the port and those charged with their safe movement. The Port also needs to demonstrate these transits are possible and in a safe manner which does not jeopardise any fixed assets, cargoes or berthed vessels. The Port is implementing a Floating Offshore Wind (FLOW) towing programme from Q1 2024-Q3 2025. This will build on background work already undertaken such as a swept path study (air and water draft) and towing trials undertaken in the Port’s own pilot training simulator. The purpose of the programme is to explore the constraints, challenges and opportunities associated with the towing of FLOW turbines on the Haven Waterway. Towing operations are likely to be required for Pembroke Port to play a role in the construction of FLOW turbines to then be deployed in the Celtic Sea. The services are comprised of three elements: A. Building a 3D model of the Haven environment complete with objects (see below) B. Clarifications to the tender documents
Please be advised that 4 documents have been uploaded within the tender link today with revisions that have been made to pages 7, 8, 9, 10 11, 12, 35, 36, 37, 38 with the following changes:


a. Page 10 Services Delivery line 8 – the reference to 15 March 2024 is corrected to 11 March 2024.

b. Page 7 under ‘Provision of Information Information to be provided by the Employer’ where it reads (first bullet):

• ‘Information on towing trials undertaken in our own simulation studies (final report). This
will be issued with the ITT. Draft calculations for the Volturn US-S turbine will be issued at the time of contract award.’

Deleted and replaced with:

• ‘Information on towing trials undertaken in our own simulation studies (final report). This

the time of contract award.

• Our swept path study This will be issued with the ITT.
• The HR Wallingford desktop study report regarding feasibility of towing operations. This will be issued on contract award.”

and replaced with:

• “Data on the floating foundations to be towed should be available as Autocad/dwg files, It is anticipated that this information will be provided the time of contract award.

• Information on towing trials undertaken in Employer’s simulation studies (final report). This
will be issued at the time of contract award.

Please note, tenderers are advised that MHPA have issued a revised ITT Appendix 2 – Commercial Return within the tender set link as the activity schedule tab has been revised. This should be returned completed in substitution for the previously issued version. The revised version differs from the original solely with reference to the Activity Schedule tab which now features an additional requirement to provide the total of the activity schedule prices both on a time-based approach (as per existing) and on a milestone achieved approach (new). Full details of the requirement are provided on the tab itself with all revised and additional text is in blue type for ease of reference. Please note also that there is a minor correction to text in cell D20.

We have also issued revised pages 5 and 6 within the tender set. This concerns a minor correction on page 6, 5th paragraph where the reference to ‘Element B‘ is corrected to ‘Element A’.
