Abstract

Hazel Court in Swansea provides well-appointed apartments and communal facilities for over 55s. When originally built it was the first of its kind in Wales, offering one and two-bed apartments as well as an on-site gym, hair salon and restaurant, which is open to both tenants and the local community. There are currently 120 spacious one and two bed apartments which provide independent living with the option of flexible care and support. A neighbouring development, Ty Derw, is near completion with a further 43 one and two bed apartments, which brings the total number of apartments to 163. Catering services are currently under used and require a financial subsidy from Family Housing. Family Housing now wishes to engage with the marketplace to explore what opportunities there might be to maximise the potential for a vibrant and profitable catering service that is believed to exist in this expanding retirement / extra care village and local community.

Total quantity or scope of tender

The requirement is for a 7-day week service offering (as a minimum) breakfast and lunch every day.

Besides the potential of 195 tenants, their families and other guests, Hazel Court attracts a good number of daily visitors, including carers, nurses and general visitors from the local community. Many of these visitors use the considerable number of external spaces attending the many meetings and activities which are held in the Community Hall, Craft & Hobbies, Therapy and Meeting Rooms, Exercise Gym and Library.

3 Conditions for Participation

3.1

Minimum standards and qualification required

This tender will be conducted using the 2-stage Competitive Dialogue process.

Competitive Dialogue is a formal procurement procedure that allows Family Housing to discuss different options with any number of interested parties and potential bidders with a view to identifying the best solution(s) to meet its needs, on which it will then invite final written proposals or tenders, followed by a contract award to a winning bidder.

As the first stage in this 2-step process, interested parties will be invited to meet with us at Hazel Court on Thursday 15th March 2018 (individual appointment times to be advised) to view the facilities, meet the Family Housing management team and discuss how they might provide the catering services.

Following this, shortlisted bidders will be invited to prepare a formal written submission that will be evaluated on the basis of both quality of service and financial viability. It is anticipated that the contract award will be made on, or about, 1st April 2018 with the actual service commencement date to be agreed thereafter.
