Comments are invited to Katie McKenzie-Owen by the 3rd Jan 2024 for the attached draft tender proposal scoping document concerning delivery of the following:- Summary: The West Glamorgan Parent Advocacy Network (PAN) steering group is a regional collaboration across Neath Port Talbot and Swansea. The group consists of representatives of the Neath Port Talbot Council, City and County of Swansea Council and parents who have experience of the child protection system or the children looked after system. The PAN steering group aims to promote parent voice, choice and participation in West Glamorgan. The PAN steering group identified there is a gap within the peer advocacy offering and has co-produced a service model with many parents over the previous three years. Following PAN’s development of service model ideas, Neath Port Talbot Council and Swansea Council have been successful in securing Welsh Government grant funding to create a 2 year pilot regional service called the ‘Parent Peer Advocacy and Support Service’ (PPASS) and is preparing to launch a tender to commission this service. The PPASS service aims to improve and enhance the West Glamorgan regional advocacy network by creating a new form of peer advocacy and peer support for parents who are going through the child protection process, statutory assessment and/or the looked after children system. To deliver this service, the successful tenderer will employ, train and support a pool of ‘Parent Peer Advocate & Support Workers’ who themselves have direct, lived experience of the child protection system or the children looked after system, either as a parent or as a primary care giver. Neath Port Talbot Council will be the lead purchasing council on behalf of the West Glamorgan region and a tender is planned to be launched in January 2024 for a contract start date of 1st April 2024.
