Abstract

Neath Port Talbot Council is currently seeking Cabinet approval to invite tender submissions for the provision of a Pan Disability Independent Professional Advocacy Service for Adults, which we anticipate will be published early November 2023 for an early May 2024 contract start. It’s felt that the contract will be for a period of 2 years with the option to extend by period or periods of a further twenty four (24) months and will be tendered on the basis of M.E.A.T (Most Economically Advantageous Tender). The service aims to meet the Council’s statutory duties under Part 10 of the Code of Practice in the Social Services and Well-being (Wales) Act 2014 as it relates to Advocacy and will include the provision of Independent Professional Advocacy (IPA) for people who access Council’s statutory services commissioned by the Council. This will include but not be limited to support for people who may be regarded as older people, may have a learning disability, mental health needs or may have a physical disability as well as other people engaging in statutory services. There will also be a requirement to further strengthen advocacy support networks in the borough and continue to strengthen support for parents of children in care. A market engagement event has been arranged for the 27th of September 2023, 10.00am to 12.00pm where providers who may be interested in delivering the service are invited to meet and discuss with Council officers their thoughts on the forthcoming tender. The event is also arranged as an opportunity for the Council to seek views of providers on the relative strengths and weaknesses of the new service model. There will also be an opportunity for prospective tenderers to ask the Council any questions they may have around the tender. The event will consist of a presentation and a question and answer session through the medium of Microsoft Teams. Providers who are interested in participating in the event should contact Pam Morgans on the following email address - ccu@npt.gov.uk or alternatively on 01639 686350 where they will be supplied a link to the Teams Engagement Event. Microsoft Teams should be installed prior to engaging with the link on the day.
