Abstract

MHPA wish to appoint a Project Management consultancy firm to develop the procurement, technical specification and implementation of the above project with a view to delivering an “Integrated Port Planning tool”. Scope of Work • Inclusion of MoSCoW analysis • Development of required outline functionality • Participation in stakeholder workshops • Internal integration meetings • Development of tender documentation in full accordance with Utilities Contract Regulations 2016 • Support bid submission evaluation / review • Provide project management services (To include contract management, cost control services, procurement) • Support MHPA through development, build, integration and handover of new system into full operation. Project Objectives • Increase operational efficiency & reduce unnecessary delays”. • Provide better insight in availability of resources and expected delays. • Provide an effective system that is transparent, fair and meets the needs of all stakeholders. • Have flexibility to adapt to real time changes in the schedule. • Increase visibility for all parties involved in servicing vessel movements. Outcome A fully integrated system that takes Realtime data / latest shipping information from the various terminal operating system to provide the most up to date information. This [fully] automated system which will incorporate booking, ship/movement, Pilot availability, Tug availability, forward weather planning, financing, and efficiency ratings into a single system.
