Charter Housing Photo Voltaic (PV)

Description of the goods or services required
Charter Housing Is part of the Seren Group and is intending to install Photo Voltaic (PV) systems to the roofs of selected properties within its property portfolio. This Pre Qualification questionnaire (PQQ) has been prepared by Charter Housing for the purposes of short-listing potential contractors to progress to the Invitation to Tender (ITT) stage of the process. While the majority of the work will be for Charter Housing there is the potential that some additional work may be carried out to another group company Derwen’s property as part of this arrangement.
Charter Housing has a desire to install PV systems* on approximately 1400 suitable properties and are seeking either a single source arrangement or framework dependant on the PQQ & ITT returns. ( * In the region of 1400 PV installations, in lots, within an overall budget of potentially £3.5m to £4m )
The division of the requirement in this way is intended to ensure that the PV panels are installed and the installations accredited prior to April 2016 to maximise Feed in Tariff ("FIT") payments which will be recoverable by Charter Housing . It also minimises the risks of any delays affecting any particular supplier and avoids reliance on a limited number of major commercial supplier/installers to meet the total demand.
Each Bidder’s response should be detailed enough to allow Charter Housing to make an informed selection of the most appropriate suppliers to appoint to the framework.

3 Conditions for Participation

Minimum standards and qualification required
Extensive experience in the design, supply and installation of PV systems on RSL domestic properties. Compliance with Pre-Qualification terms contained in the supporting documentation. Ability to evidence a minimum of 6 similar contracts undertaken. Submission by consortia is welcome for smaller installer companies under a lead contractor.

The client is undertaking full desktop review of suitable properties including approval of the Electricity DNO.
The successful contractor(s) will be provided with proposed phases of works and will advise the client agent of the acceptability of the proposed phasing by site examination / property examination and will suggest alternative phasing where appropriate.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
The Client welcomes tenders which evidence a track record of having undertaken Community Benefits, including recruitment of local labour and supply of supporting materials, where obtainable at competitive rates locally.
The principal Community Benefit is in the basic provision of the PV systems in reducing energy bills for residents. As such, the Client reserves the right to either include or exclude Community Benefits clauses at the ITT stage depending on responses to the PQQ.
