Abstract

A contract has already been awarded for the preparation of a Conservation Management Plan (CMP). Tenders are therefore sought from consultants prepared to undertake and coordinate the preparation of the documentation specified below to support an application for a delivery grant. Contract Scope In compliance with HLF guidance and working closely with the CMP consultant the appointee will be responsible for: • the full activity plan • the costed management and maintenance plan • the business plan, incorporating cash-flow projections • Landscape Design to RIBA Work Stage 3, including a schedule of works, specifications and costs • structural & horticultural surveys • the habitat management plan The appointee will also assist with: • surveys and consultations • monitoring and evaluation against programme outcomes • development phase reviews.

Tender Documentation

Interested parties will provide a concise methodology statement that explains:

• How the project will be managed as an integrated, cohesive whole

• The proposed work programme

• The intended procedures for consultation, research, field-work and surveys

• The professional skills offered for the project, including the names and CVs of proposed key members, their relevant expertise and specific responsibilities

• A resource plan of the breakdown of chargeable hours between individuals and project stages

• Proof of professional indemnity insurance

• The total cost, identifying day rates and durations, expenses and VAT separately.

A summary of similar, successful commissions within the last five years should be provided.

Interviews, requiring a presentation with site visit: week commencing: 14 September 2015

Background

Bishop’s Park at Abergwili is of special importance to the cultural, historic and natural heritage of Wales. The Welsh Historic Gardens Trust, working with Carmarthenshire County Council, has been awarded a development Round 1 grant by the Heritage Lottery Fund ‘Parks for People’ programme with the aim of creating the Tywi Gateway there, an all-year destination with restored and reinvigorated pleasure grounds, walled kitchen garden, a flood-plain meadow and ox-bow lake.

Tender Evaluation

Tenders will be evaluated using the following criteria and weightings:

• Cost 30%

• Relevant expertise of key members 15%

• Relevant prior experience 15%

• Assessment of ability to deliver on time, within budget 20%

• Quality of submission 20%

Documentation

One hard copy of each report is required, bound and printed, together with a PDF version: drawings likewise, together with the AutoCAD file.

Terms & Conditions

Consultants will be appointed under the terms of the Landscape Consultant’s Appointment 2013.
