Scope of Work

• Liaise with statutory authorities and secure necessary planning, listed building, and other consents. Preparation of Conservation Statements as required

• Survey, record and analysis of dairy and associated outbuildings, ha-ha, lodge, walled garden and attached bothy/potting shed.

• Develop the design of the building works set out in the Conservation Management Plan including, to RIBA Stage 3, or beyond, where necessary to secure consents:

i. recreate the bridge or causeway across the Bishop’s Pond

ii. repair and restore the bothy/potting shed as a gardeners mess

iii. fully restore the lodge for a microbusiness

iv. conserve and stabilise the walled garden wall, and ha-ha

v. conserve the dairy and associated outbuildings and conversion to visitor cafe, toilets, training, office, interpretation and museum storage facilities

• Provide CDM Coordinator Services

• Provide costings sufficient to support a HLF Round 2 Application

Note: Carmarthenshire County Council have drawn up plans for the conversion of the dairy and associated buildings for a visitor facility and obtained planning permission (lapsed). These plans will be made available to tenderers.

Background

Bishop’s Park at Abergwili is of special importance to the cultural, historic and natural heritage of Wales. The Welsh Historic Gardens Trust, working with Carmarthenshire County Council, has been awarded a development grant by the Heritage Lottery Fund ‘Parks for People’ programme and our aim is to create the Tywi Gateway there, an all-year destination with restored and reinvigorated pleasure grounds, walled kitchen garden, a flood-plain meadow and ox-bow lake.

The Trust has employed consultants to prepare the conservation management plan and supporting documentation in accordance with RIBA Stage 3 to support a Round 2 application in July 2016.

Tender Evaluation

Tenders will be evaluated using the following criteria and weightings:

• Cost 30%

• Relevant expertise of key members 15%

• Relevant prior experience 15%

• Assessment of ability to deliver on time, within budget 20%

• Quality of submission 20%
