Short description of the contract or purchase(s)
Expressions of interest are sought for commercial partner/s to provide a managed wide-area network and other managed IP services, referred to as PSBA, for public sector organisations in Wales and the immediate proximity.
The Contracting Authority is acting on behalf of a range of stakeholders as defined in Section 11.1.6 below. Not all public sector stakeholders commit to place an order for any or all services through the procurement process.
The provider will, inter alia:
- provide reliable managed wide area networking and associated services to public sector premises and potentially also, if required, to organisations affiliated to the public sector such as, but not limited to: dentists, charitable organisations, private sector partners, opticians or pharmacies and other organisations involved in public sector service delivery;
- sustainably maintain best value as the telecoms market, technology and requirements develop over the life of the contract either by sub-letting short term contracts to a number of network providers or through an alternative equivalent arrangement;
- maintain and implement operational procedures and standards to fulfil and satisfy the demands of the public sector and in response to public sector policy demands, including adherence to relevant UK Government PSN standards;
- evaluate and trial new networking technology for the life of the contract and maintain services in line with evolving business needs and technical opportunities, exploiting relevant opportunities to maximise value from the network infrastructure;
- provide technical, commercial, migration, training, support and other associated services;
- work alongside staff from the public sector who will provide specialist business and procedural expertise.
The Contracting Authority is seeking expressions of interest from integrators with a track record in providing integrated network solutions as well as telecommunications providers. Telecommunications providers will need to demonstrate interworking with other telecommunications providers to deliver a blended, best value, solution to all locations.

Total quantity or scopeThe Contracting Authority (including successors to its functions and organisations created as a result of reorganisation or organisational changes) is procuring on behalf of itself and the following bodies delivering public services within Wales and the immediate proximity (including local bodies' successors to their functions and organisations created as a result of reorganisation or organisational changes):
- Unitary Authorities (including groups of unitary authorities) delivering public services within Wales and the immediate proximity.
- All health boards, National Health Service Trusts, social care organisations and any other person (s) or body established or financed under the National Health Service Act 1977 as amended and future bodies (e.g. Foundation Trusts and Clinical Commissioning Groups) associated with the delivery of healthcare within Wales and the immediate proximity.
- Schools.
- Higher and Further Education establishments with sites in Wales and the immediate proximity. A list of current organisations is below under the heading “HE/FE”
- Fire and Rescue services and Police Forces.
- Welsh Government Sponsored Bodies, including, but not confined to Natural Resources Wales, Arts Council of Wales, Sports Council for Wales,
- Wales Audit Office.
- Care Council for Wales.
- Third sector.
- Local offices of national public sector departments and agencies.
- Bodies (including undertakings) (1) acting as agents for (2) providing services to or on behalf of or (3) collaborating with any of the foregoing contracting authorities may be given access to the Services for the purpose only of fulfilling their obligations in such capacity and for so long only as they are doing so.

Welsh Government will be the contracting party for the purpose of the overarching agreement.
The contract will be let for a period of 7 years with the option at the sole discretion of the contracting authority to extend for a further 7 years in tranches of 3 years + 2 years + 2 years |
