Abstract

The Council are conducting soft market testing of suppliers that are able to provide sorting and baling equipment of recyclable materials at a Waste Transfer Station. The Council are looking at a turnkey solution (the “Solution”) that incorporates the design, construction, supply, installation, commissioning, handover of and staff training in the use of sorting and baling equipment for the processing of recyclable materials (“the Services”). The Services will include a warranty for the Equipment plus servicing and maintenance. The Equipment will be located in a building in Caerphilly in a Waste Transfer Station (“WTS”) which is yet to be built and has some limitations, in particular around building height and are therefore looking to liaise with suppliers/ installers of this type of equipment to determine what is feasible. The project is still in its infancy and the building has not yet been constructed/modified and are looking for options and dialogue with suppliers to help inform costs, equipment, limitations and options. The Council will collect materials using Resource Recovery Vehicles (“RRVs”) which can store food, paper, glass and cardboard in separate compartments plus cans, plastics and cartons as a mixed stream in one additional compartment. The council are looking to future proof the service and will also look to include new material streams such as plastic film. The Council will then sort and bale certain materials at the WTS in order to access best market values for the material. The Council requires sorting and baling equipment for use in this process. The Solution must include Equipment which facilitates: - Automatic and manual sorting of Mixed Cans, Plastic Packaging and Cartons into high quality marketable grades of Mixed Aluminum Cans/Packaging, Mixed Steel Cans/Packaging, Cartons and Mixed Plastic Packaging; and - Automatic and manual baling of sorted, streams comprising Plastic film, Cardboard, Mixed Aluminium Cans/Packaging, Mixed Steel Cans/Packaging, Aerosols, Cartons and Mixed Plastic Packaging; “hand picking” of Tetrapaks/juice cartons from the mix of cans/plastics mixed stream should the Council choose to include Tetrapaks/juice cartons in that stream. The Council is interested in provision of the following: - A noise reducing picking cabin; - Vibration reduction measures. Any suppliers that can assist and work with the Council to determine feasible outcomes for the WTS should get in touch with the stated officer in this Notice so that we can engage in dialogue.
