Abstract

Scottish Procurement is potentially looking to put in place a Framework for an Electronic Counting System for the Scottish Local Government Elections in 2017 and any Local Council By-Election until 2021.The proposed scope is likely to include but may not be limited to the following:

— a single ballot paper for each Ward;

— a fixed order list of candidates' names on the ballot paper; and that

— candidate' names will be listed alphabetically on the ballot paper.

In addition Scottish Ministers wish to consider an alternative approach to the ordering of candidates on ballot papers, a system known as ‘rotational' ballot paper ordering.
