Abstract

Velindre NHS Trust, acting on behalf of the NHS Local Health Boards and Local Authorities listed in section 2.1 of this notice, wish to establish an all Wales framework consisting of nine (9) Lots for the provision of services to Younger Adults (18 – 64 years) in Mental Health & Learning Disabilities Care Home / Care Homes with Nursing. No volume or value of the required services is guaranteed. Current annual spend on the services is circa GBP 130,000,000.00; the estimated aggregated value for the 9 Lots is GBP 1,040,000,000.00 over 8 years (4 + 2 + 2). The procurement involves the establishment of a framework agreement with several operators.

Justification for any framework agreement duration exceeding 4 years: The Framework will have an initial duration of four (4) years with an option to extend for an additional four (4) years, in two (2) year tranches (the maximum duration is eight (8) years). The Services to which this Notice relates fall within the Regulation 74, S.7, Ch.3, part 2 of the Public Contracts Regulations 2015. Please Note: the aggregated value of all 9 lots over the proposed 8 year duration is circa GBP 1,040,000,000.00 (one billion and forty million.

The Services to which this Notice relates fall within the Regulation 74, section 7, chapter 3, part 2 of the Public

Contracts Regulations 2015 (Regulations). Although the contracting authority may voluntarily adopt certain provisions

in the Regulations neither the employment of any particular terminology nor any other indication shall

be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those

applicable to services falling within Regulation 74. Bidders should note that they will be required to enter into terms

and conditions of contract as set out in the tender documentsand that save for matters of clarification or consistency the

contracting authority will not negotiate the terms.

The contracting authority will not accept PQQ submissions after the stated closing date.
