Bridgend County Borough Council (Bridgend) and the City and County of Swansea (Swansea) form the South West Wales Regional Food Waste Procurement Hub (The Hub) who wish to procure a long-term treatment service for source segregated food waste, utilising Anaerobic Digestion, for the administrative areas (the geographical area of the authorities comprising the Hub (as applicable), or their successors, or any extended geographical region of the authorities comprising the Hub as a result of (but not limited to) any administrative re-organisation of local authorities in Wales) covered by the Local Authorities participating in the Procurement Hub. Swansea is acting as lead Authority for this procurement.
The Hub is seeking a merchant based, services only solution. The Hub seeks a price only for the haulage, receipt and treatment of received waste i.e. a gate fee. The Contractor shall transport food waste from designated locations within each Authority prior to treatment and recycling at the proposed facility(ies). The facilities must hold PAS110 accreditation and conform to the WG standards and guidance within the Food Waste Treatment Programme including the requirements of composting and anaerobic digestion. Contractors with proven technologies and demonstrable output shall be favoured.

-Transport of waste from local authority transfer stations and transfer, receipt processing and recycling of food waste (in compliance with the PAS110 quality protocol) at an accredited AD facility which complies with Welsh Government Guidance. |

OptionsThis contract is subject to renewal.
It is the Hub's intention that the contract period will be for 15 years from the commencement date with the option to extend (exercisable at the Hub's discretion) for up to a maximum of a further 10 years. Such extension could be secured by a single 10 year extension or by up to 10 one year extensions. |

Bidders who are successful at PQQ stage (Stage 1) will be asked to provide Initial Tenders (Stage 2). Bidders’ Initial Tenders will be evaluated (the Hub reserves the right to award on the basis of Initial Tenders) with the top 6 scoring bidders progressing to negotiation. Following the negotiation sessions Bidders will be requested to submit Negotiated Initial Tenders for evaluation. The top three scoring Negotiated Initial Tenders will progress to Final Tender (Stage 3).

The Hub is seeking to obtain a gate fee which represents value for money. The Hub intends to use a Welsh Government standard form contract. Deviations will only be accepted if the bidder can demonstrate they represent value for money. The Hub will negotiate the use of gain share arrangements and will also negotiate the potential for indexation of gain share items.
