Short description of the contract or purchase(s)
The Welsh Government wish to Contract for the provision of a free, confidential national Information , Advice and Advocacy Service in Wales for Children and young people up to the age of 25.
Children and young people should be able to contact the service via freephone, text and instant messaging as a minimum and provide a service which will empower them to access services to ensure they feel safe and are enabled to resolve conflict and issues
The role of MEIC is to listen to those contacting service and to provide them with information and advice to empower them to respond to the issues that are causing them concern. Provide children and young people with local and national information, act as a signpost to other services, including independent professional advocacy and other specialist services, in order to support children and young people with their issues and concerns. This may include, if necessary, contacting another service on behalf of a child or young person (with their consent).
They should have knowledge and understanding of relevant legislation in relation to safeguarding and child protection and awareness of the Social Services and Well-being (Wales) Act 2014 which comes into force in April 2016.

Additional Information
The Authority is committed to contributing to the social, economic and environmental well-being of the wider community. Accordingly, while this won't be an evaluation criterion, the successful contractor will be expected to consider opportunities to recruit and train long term economically inactive persons as part of the workforce delivering this project.
The Contract will have an option to extend the duration, on an annual basis, for up to a period of a further 24 months.
