Abstract

Powys County Council (‘The Council’) on behalf of Powys Area Planning Board for Substance Misuse (‘The APB’) wish to engage with suitably qualified and experienced providers for Tier 2 and Tier 3 Substance Misuse Services for the county of Powys. The APB has published a draft Commissioning Strategy for public consultation and wishes to commission reconfigured services with a focus on early intervention and prevention, as well as recovery, with clear outcomes for service users. The Council wishes to procure Tier 2 and 3 Services for young people and for adults, including those known to the criminal justice system, ready for these services to begin delivery from 1 April 2016 for 3 years. The successful tenderer will be required to work in close partnership with the clinical service provider. The estimated budget available for all procured services will be approximately 1,000,000 per annum excluding VAT. The aim is to appoint a single provider or consortium of providers who can deliver services under Lot 1 - Psychosocial services for young drug & alcohol users, Lot 2 - Psychosocial services for adult drug users, adult alcohol users and adult criminal justice interventions and Lot 3 - Specialist supported counselling for adult substance misusers, as a single provider, consortium or sub-contract. For the purpose of this tender, Tenderers may wish to form a consortium with suppliers and submit bid for Lots 1, 2 & 3. Any bids received for individual Lots will be deemed to be non-compliant and rejected.
