Short description of the contract or purchase(s)
The Welsh Government is seeking interest from suitably experienced organisations for the provision and supply of a concession to
exploit 350km of land owned by the Welsh Government alongside the motorway and high speed trunk road network in Wales. It
is intended that during the tender process the Authority will explore with the bidders who are successful within the PQQ stage, the
optimum approach in respect of the access to and the use of existing ducts, use of the curtilage of the road network, or a combination of the two.
It is intended to offer two lots under this concession.
• Lot 1 would cover North Wales, primarily the route taken by the A55 from the English border to Holyhead on the Isle of
Anglesey.
• Lot 2 would cover South Wales, primarily along the route of the M4 from the western end of the Second Severn Crossing to its
western limit and also the high speed trunk roads intersecting with it.
The Welsh Government is therefore issuing a Pre-Qualification Questionnaire (PQQ) in order to start the process of selecting a
concessionaire – with the aim of awarding a contract by March 2016.
Subject to the successful completion of this process , the Authority intends to award a public services concession contract to the
successful bidder(s) for a long term sufficient to enable the bidder to recoup their original and ongoing investment. The period
will be discussed in dialogue but the Authority anticipates this to be around 20 to 25 years (with appropriate break clauses).
This approach is intended to improve the position of Wales within the global modern economy; to place Wales in a position of
being attractive to global corporate bodies by ensuring that there is requisite connectivity and resilience to advance their
businesses as well as to incentivise greater investment in appropriate infrastructure, diversity and greater competition within the communications infrastructure market for the social and economic benefits of Wales.
The Authority has chosen to voluntarily issue this notice and for the avoidance of doubt this action shall not give rise to any
further obligations other than those applicable to Concessionary services.

Objective criteria for choosing the limited number of candidates
Evidence of economic and financial standing and technical competence will be required as defined in a pre-qualification questionnaire (PQQ). There will be some pass/fail criteria contained within the PQQ and some criteria individually scored. Candidates who do not demonstrate compliance with any of the pass/fail criteria will be excluded from the procurement exercise. Based on the selection criteria which will be contained in the PQQ, the contracting authority will short list up to a maximum of 6 candidates according to the scoring scheme who will be taken through to the invitation to participate in dialogue stage (ITPD).
