Short description of the contract or purchase(s)

The Public Sector Organisations of Ceredigion wish to put a framework in place for the provision of minor works services. Ceredigion County Council is the Lead Organisation and its framework partners are:

Tai Ceredigion

Mid and West Wales Fire and Rescue Service

Crime Commissioner for Dyfed Powys

Aberystwyth University

Tai Cantref

The framework is divided into a total of 33 Lots by type of work, contract value and geographical area, and there will be up to 6 contractors on each Lot.

The duration of the Framework will be 2 years with an option to extend for a further 2 years.

Lot Restriction: Please note it is a condition of the tender that you may only bid for lots in two value bands e.g. if you bid for lots in the GBP0-GBP2,999 and the GBP3,000-GBP24,999 you will be unable to bid for lots in the other two value bands. If any bidder should submit tenders for more than 2 value bands, the first 2 compliant tenders will be evaluated in Lot numerical order and the extra submission(s) will be excluded from the tender process e.g. If bids are received for Lots 1, 19 and 31, Lots 1 and 19 will be evaluated and the bid for Lot 31 excluded from the process.

If you have bid on two value bands as a sole contractor, this will not exclude you from bidding on further value bands as part of a Consortium. However, you cannot submit your bids as a sole trader and a Consortium through a single registration on etenderwales. The Consortium bid will have to be made through its own, new registration on etenderwales.

Once the framework has been let the selection processes for call off will be as follows:

Lots 1 to 18 inclusive = Contractors on each Lot will be ranked 1 to 6 in order of their total tender scores. The work will always be offered to the contractor Ranked 1 on the relative individual Lot and if they are not able to deliver the work, it will be offered to the contractor ranked 2 and so on until a contractor agrees to enter into contract for that work.

Lots 19 to 30 inclusive = All contractors on the relative individual Lot will be invited to submit quotations.

Lots 31 to 33 inclusive = A mini-competition tender process will be undertaken and all the contractors on the relative Lot will be invited to participate.

Ceredigion County Council has adopted Constructionline, the UK government certification service for construction-related contractors, consultants and material and registration is an essential requirement of this opportunity.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Community Benefits are both Non-Core and Core deliverables of this Agreement depending on the Lots. Lots 1 to Lot 32 inclusive have Non-Core Community Benefits and in Lot 33 the Community Benefits are Core. Successful contractors will be required to complete Welsh Government's Community Benefits Tool.
