Swansea University is requesting tenders for instruments that provide a technical solution to the two Lots listed below: -

REQ 2 – 1 Large chamber tungsten / Lab Scanning Electron Microscope (SEM)

REQ 1 – 1 Inverted stage Reflected light Microscope (IRM)
REQ 2 – 1 Digital Microscope (DM)
REQ 3 – 7 Laboratory Optical Microscopes (LOMs)
REQ 4 – Flexible microscope image capture system
Swansea University will appoint one supplier only to each Lot.
The University will appoint the Most Economically Advantageous Tender for each Lot to supply the Goods and related Services. Tenderers may apply for one or both Lots.
The University will however accept consortium tenders. See the section entitled Consortium Bidding of this document for further information.
This supplier will act as the single point of contact during the installation and commissioning of the equipment. Subsequent equipment upkeep and technical support (including service contracts) should be provided by the OEMs (where they are not also the supplier) and or a certified servicing company.
This equipment will be installed in the Advanced Imaging of Materials Centre (AIM) a new bespoke designed facility that will form a core part of Swansea University’s £450M second campus development. The facility infrastructure will be completed in May of 2014 with equipment installations expected to be carried out between July and October. As such, particular attention will be paid to commitments to planning and implementation of delivery, installation and commissioning by the supplier. The AIM facility will house a wide variety of imaging and spatially resolved analytical techniques including (but not limited to): X-Ray Photoelectron Spectroscopy, X-Ray Diffraction, X-Ray tomography, Scanning Kelvin Probe atomic force microscopy, transmission electron microscopy and scanning vibrating electrode technique. Whilst the primary focus of the centre is to support materials science, it will be an open access facility and as such it will serve a broad range of other users from other fields (e.g. biosciences). The centre is interested where possible to integrate / correlate the data generated from these various techniques and those supplied as part of this requirement.
Funding for this equipment is being provided by the Welsh European Funding Office. For guidance the total budget available for this purchase is £1,200,000 including VAT.

Main Terms of financing and payment and/or reference to the relevant provisions
The University’s normal conditions of payment are net 30 days after receipt of goods
and or services. There are however occasions when the University’s standard terms of
payment will be inappropriate, and staged Payments will be required. In
circumstances where staged Payments are necessary, a maximum of 20% should
normally be made in advance with an equivalent amount held as a retainer for a
minimum period of three months after completion of the contract. Any variations to
these payment terms must be approved by the Head of Procurement or, in their absence,
the Purchasing Officer. Where appropriate a Bank guarantee or equivalent should be
arranged to cover any advanced payment in such a contract. In all cases where the
advance payment exceeds £5,000 in value then a bank guarantee should be provided,
unless the University obtains title to the goods which are the subject of the advance
payment.
