A consultation exercise is underway by the UK Government seeking views on implementation of the 2014 EU Procurement Directives in the UK and the proposed Public Contract Regulations 2015.
When you follow the link, you will see several documents - the draft Regulations of 19 September should be read in conjunction with the Consultation Document of the same date and the supporting Technical Note which explains the approach that has been taken to the drafting of these Regulations.
Please note - Parts 4 and 5 of the Regulations which implement Lord Young’s recommendations on public procurement, represent domestic UK policy and will not apply to bodies in Wales whose functions are wholly or mainly Welsh devolved functions.

Important - Mandatory Electronic Procurement
The new 2014 EU Procurement Directives, which will be coming into force during 2015, include new requirements in relation to electronic procurement that all suppliers need to be aware of. Transmission of notices in electronic form, electronic availability of the procurement documents and – after a transition period of up to 30 months – fully electronic communication, meaning communication by electronic means at all stages of the procedure, including the transmission of requests for participation and, in particular, the transmission of the tenders (electronic submission) will be made mandatory.
It is important that suppliers are aware of these changes so that they can prepare themselves and ensure they are ‘e-enabled’ in order to comply with the new rules.
