The Contracting Authority "Cardiff & Vale College" has assigned UES Energy Limited the role of seeking and tendering for service providers for the provision of Electricity and Gas to the Contracting Authority.
Current services are in place and it is envisaged that a new contract will commence on 01/11/2013.
The Contracting Authority's annual electricity consumption consists of 2.8GWh over 5 Half Hourly (HH) and 10 Non Half-Hourly (NHH) supplies.
The Contracting Authority’s annual Gas consumption consists of 6GWh over 15 Gas supplies.

Total quantity or scopeThe Contracting Authority wish to enter supply agreements with a regulated UK Licenced Supplier(s) of Electricity or Gas (as appropriate) who will be appointed for an initial period of 12 or more months. Each supply contract will be an Electricity or Gas product (as appropriate) with a fixed price across the period of the contract. The supplier must provide accurate and timely invoicing with excellent dedicated account management. The Contracting Authority reserves an option to extend the contract for 12 or more months following the initial period and can choose to be supplied by more than one supplier at their discretion. |

Justification for the choice of accelerated procedure
Gas and electricity are globally traded commodities, and as such are subject to extreme volatility in pricing. Recent OFGEM announcements regarding the lack of capacity in the UK’s energy supply, allied to an ongoing need to make significant investment in the UK’s ageing energy infrastructure, have prompted a sharp increase in prices. The indications are that prices will continue to increase, and Cardiff & Vale College is acting urgently to secure best value for money in this challenging marketplace.

Additional Information
The Contracting Authority will incorporate a 10 day standstill period at the point information when the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in Section I.1. In accordance with the UK Government’s policies on transparency, the text of this Contract Notice has been made publically available. However, only suppliers that have been formally invited to submit a tender by the Contracting Authority may participate in this procurement. Tenders submitted by any parties not having been formally invited to tender will not be accepted as part of this procurement.
