Abstract

Welsh Language translation service and Quality Assurance Framework Agreements. CCDG is remitted to provide Careers Information, Advice and Guidance(CIAG)to groups and individuals of all ages through a range of media including the website, telephone, email, web chat, as well as, face to face interviews and group sessions. The combination of types of service clients receive is determined by the assessed need of the client(s) as they make initial contact. The primary means of accessing CIAG for most people is via the website, careerswales.com. CCDG employs staff whose role it is to provide the day to day translation services and ensure that the channels of communication that we use with our partners and clients are appropriate within the bounds of the Welsh Language Act. As a newly formed company with a new remit from the Welsh Government there are occasions where it is expedient to outsource the translation work. To this end CCDG wish to appoint 20 service providers to its Welsh translation services framework agreements. It is intended that the framework agreements will run for 3 years. Under Lot 2, CCDG also wishes to appoint one service provider to its Quality Assurance framework agreement for one year. The service provider will be appointed to undertake the quality assurance of the Interest Guide. The work will include proofreading and editing the translated documents to ensure that they are consistent in use of language and have parity with the English version. ADDITIONAL INFORMATION

CCDG further reserves the right to cancel the tender process at any stage for any reason; to amend the terms and conditions of the tender process; and/or to award part only of the Framework Agreement. CCDG reserves the right to withdraw from the tendering process at any stage or to vary the scope of the products and services required and CCDG shall not be liable to any Tenderer as a result of this action. All Tenderers are solely responsible for their costs and expenses incurred in connection with the preparation and submission of their tender and the tendering process.

Any agreement entered into will be governed by English and Welsh law as applied in Wales and will be subject to the exclusive jurisdiction of the English and Welsh Courts. CCDG is working to strict timescales, please refer to the timescales detailed in the invitation to tender.

This is a voluntary Contract Notice for Part B services. Accordingly, the Public Contracts Regulations 2006 (SI 2006/5) (as amended) only apply in part. CCDG is constrained by the forms used by the Publications Office to describe the procedure as “Open” but CCDG does not bind itself to conduct the procurement process in accordance with the Open procedure nor to abide by any other part of the Public Contracts Regulations which does not expressly apply to Part B services.

In the first year of the framework there may be a significant amount of Welsh translation required. CCDG is in the process of procuring an Interest Guide/ quiz and suite of Occupational information which will require translation before it can be up loaded to our website. The quantity of information is likely to be in the order of 2,000,000 words from a variety of resources including video scripts and information based articles. The translation work will be completed directly on to the web based product. After the first year the volume of work will fluctuate throughout the year and Tenderers should be aware that there will be periods where little or no translation is required.

To this end CCDG wish to appoint 20 service providers to its Welsh translation services framework agreements. It is intended that the framework agreements will run for 3 years.

Under Lot 2, CCDG also wishes to appoint one service provider to its Quality Assurance framework agreement for one year. The service provider will be appointed to undertake the quality assurance of the Interest Guide. The work will include proofreading and editing the translated documents to ensure that they are consistent in use of language and have parity with the English version.

Tenderers may bid for and be awarded lots 1 and 2 but should note that given the amount of work envisaged to be undertaken under Lot 2, Tenderers need to ensure that (if successful in lots 1 and 2), they are in a position to deliver both the lots 1 and 2 services, with the emphasis being on the delivery of the lot 2 services, ie if a Tenderer is successfully appointed to lot 1 and lot 2 frameworks, the successful lot 2 service provider shall ensure that any services performed under lot 1 do not impact on the performance of its lot 2 services and therefore shall take this into account in deciding whether to accept any lot 1 work.

When the translation work has been allocated for the Interest Guide, the service providers will be expected to submit the completed work to the service provider who is appointed to undertake the quality assurance of this piece of work (Lot 2). It is expected that a flow of work from each of the service providers will be established by the end of May 2014. This is to ensure that the whole of the Interest Guide and the Occupational information (approx. 2,000,000 words) will be translated and quality assured by 31st October 2014
