Abstract

The Centre requires the services of organisations to provide specialist consultancy services to the Centre and Social Businesses who wish to grow. Depending on future funding the Centre may also require organisations to provide some specialist consultancy services to new start social businesses, social care co-operatives and housing co-operatives. On the basis of this tender proposal, one or more organisations will be added to a Framework Agreement for consultancy services. The Centre requires organisations to provide specialist organisational development consultancy and training. A key aspect of the Service will be to support the Centre and its clients to enable them to improve their business activity, providing specialist knowledge and skills that would not be available through mainstream business support. The Framework Agreement and Service provision will commence 1st April 2016 and will run until 31st March 2019 in the first instance, subject to continued EU and Welsh Government funding. Any extension beyond this will be dependant on the Centre securing future funding and/or the requirements within those programmes. Any extension will be subject to approval by the Centre. Short description of the contract or purchase(s)

The Centre requires the services of organisations to provide specialist consultancy services to the Centre and Social Businesses who wish to grow. QUESTIONS

In accordance with the ITT instructions we are submitting our written questions as follows:

1. What is the requirement for “Organisation Reference”

2. Under section 14 there are tables headed “Desirable Competence” but the tables themselves have a column headed “Minimum Criteria”. Can you please clarify if institute membership is desirable or mandatory. If mandatory please clarify at what level of membership. Specifically on Lot 5 Accounting Services you specify CCAB qualified. CIMA is no longer a member of CCAB; are you intentionally excluding CIMA or can we regard CCAB as shorthand for all the major UK accountancy bodies? Specifically on Lot 7 HR Services, would an accredited IiP Practitioner be considered a fair equivalent of CIPD?

3. Will “taxi ranking” apply per organisation or per individual? (Per head this could severely disadvantage an organisation i.e. an individual tendering in his / her own name could get ten times as much work as any individual in an organisation fielding ten consultants?)

4. Would you accept a tender offering a discount for volume of work called off?

ANSWERS:

Many thanks for your e-mail. In response to your queries:

1. The ‘Organisation Reference’ box is for internal use only;

2. The ‘Desirable specialist Advice and Guidance area Competence’ refers to the organisational development areas, the minimum criteria is what we desire as a minimum level of competence in each area. It can be regarded that CCAB is shorthand for all major UK accountancy bodies. IIP practitioner accreditation will not be considered a fair equivalent for CIPD;

3. The taxi rank system will be applied to each tender application (i.e. to each organisation) irrespective of numbers of consultants listed in those applications;

4. Each application must specify the price they will charge and will be scored on this alone, discounted rates based on volume of work referred will not be entertained.

QUESTION:

Is it possible for an independent consultant to be named as part of more than one consortium of consultants, i.e. being listed as an associate of two different lead organisations?

ANSWER:

Yes it is possible to be listed with more than one consortium as each application will be scored on its own merits; but we would recommend that you speak to the lead of each consortium to ensure that no confusion arises as a result.
