This notice is being submitted to OJEU on a Voluntary basis and is not subject to OJEU rules.
The Milford Dock Master Plan was granted outline planning permission in 2015, following a 4 year planning process.
To support POMH teams with the ongoing strategic development of the Milford Dock Masterplan by creating a comprehensive Design Brief which will deliver continuity across all elements of the Milford Haven Dock development and which will provide clear direction to all future developers of land, buildings and public realm areas. A creative Agency will be appointed shortly, the Master Plan Brand/Corporate Identity which then emerges will be submitted to the Design Agency.
DESIGN BRIEF
POMH is seeking the development of a Design Brief which:
Takes into account the emerging masterplan and can be applied across all of the proposed mix of economic and social uses.
Creates a unique identity that will support the promotion of the dock as a future destination in the UK.
Exploits the topography, landscape and environment of the dock and its surroundings.
Takes into account the history and heritage of the dock and the location of existing heritage buildings.
Is economically realistic and is deliverable without materially impacting the viability of individual uses within the development scheme.
Accords with policy, guidance and urban design best practice.
Defines the theme or themes to be adopted throughout the whole of the development as it proceeds
Has sufficient flexibility to adapt to the changes which might naturally emerge as each phase of the Masterplan is brought to the development stage.
The primary deliverable will be a design guide document which will be of real practical use to inform the designers of all elements of the Masterplan
The appointed architect will also need to commit to supporting the design guide to obtain acceptance by the local planning authority via positive engagement with stakeholders, in conjunction with Port of Milford Haven staff and other relevant consultants.
We are generally following the RIBA ‘Plan of Work Toolbox’ in terms of progressing the development. As a wide masterplan we are generally in Stage 1, ‘Preparation and Brief’ and it will be appreciated that individual projects are likely to their own separate plans of work which will branch out from the end of Stage 1. Whilst the work to be delivered as part of this brief does not neatly fit into this staged approach it will be an important reference document to inform designers of the specific requirements for these branched out plans of work as it will be fundamental to guiding the architectural and public realm design in order to create an overall development style and flow which gives the clear indication that it is one ‘joined up’ scheme, albeit one which is delivered over a number of years.
The nature of the Masterplan and the ongoing work confirms that the phasing of the work will remain flexible, as will the type of development in each phase. This will need to be reflected in the final deliverable documents.
