Additional Information
*This Pre-Qualification Questionnaire (“PQQ”) has been issued by the Council as the first stage of a competitive procedure with negotiation process being conducted in accordance with the Competitive procedure with negotiation under the Public Contract Regulations 2014.
*The Competitive Procedure with Negotiation is a competitive process where negotiations are to be carried out with all the bidders still in the procurement. Following the negotiation on submitted tenders there will be a formal end to the negotiating and bidders will then be invited to submit a revised tender.
*Conwy County Borough Council is seeking bids from suitably qualified and experienced organisations for the Supply, Installation and Maintenance of Advertising and Non-Advertising Bus Shelters within the County of Conwy, and the generation of advertising income for the council from these. Subject to the successful completion of the procurement process, the Council intend to award a public services concession contract to the successful Contractor.
*The Council’s expectation is that the County wide infrastructure provision will be continuous and that the successful Contractor will ensure seamless transition between the expiry of the current Agreement and the commencement of a new Agreement, therefore ensuring a constant and consistent high quality public transport infrastructure provision to the travelling public, upon expiry of the current Agreement on the 11th April 2015.
*Of the approximate 898 bus stops / bus shelters in Conwy 55 bus shelters are currently provided, installed and maintained under a contract with Clearchannel (which commenced 1 February 1999) at GBP1 per year cost to the Council. The cost of the provision of this service has historically been covered by revenue gained through the sale by the incumbent Contractor of advertising space on approximately 54 shelter mounted panels.
*The council believes that there is scope for significant generation of income from advertising on the council's bus shelters, via the new bus shelter contract being procured, and wishes to benefit from this income. The council wishes to receive a guaranteed income per annum from the bus shelter advertising, or a profit share (net of all costs) relating to the advertising, or a combination of both income generation approaches.
*It is anticipated that the costs and risks associated with the supply, installation, maintenance, support and monitoring (capital and on going revenue) of the infrastructure will be the responsibility of the successful supplier.
*Conwy County Borough (Conwy CB) is centrally located in North Wales. The County Borough has an area of 113,000 hectares and a population of 115,800 residents About 38% of its area and 4% of its population are within the Snowdonia National Park.
*Conwy County Borough is an area of outstanding landscape ranging from extensive sandy beaches and headlands to sheltered valleys, open moors and rugged mountains. Not surprisingly, its economy relies heavily upon tourism. Rural areas and their communities are dependent on agricultural and forestry activities, even though these sectors do not provide a high level of direct employment.
*The 2013 STEAM report estimates that Conwy County Borough had around 5.96M day visitors last year, and numbers are on an upward trend. In addition the equivalent of about 2.51M visitor days were spent staying overnight within Conwy. Transport spend from visitors, which is increasing year on year, is estimated to contribute about GBP51.4M to the local economy.
*The Council promotes a Sustainable Procurement Policy as sustainability issues continue to gain importance, locally, nationally and globally. The Council recognise that as a local authority, it is in a particularly strong position to influence the market.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
The Contractor shall be expected to deliver the services subject of this contract, in as environmentally manner as possible and to work with the Council to improve sustainability through the life of this contract.
