Short description of the contract or purchase(s)
Newport City Homes is procuring a framework of suitably experienced and qualified contractors to support the delivery of maintenance services by the in-house Property Services Team. The work issued is likely to be of low value as the Framework will be utilised either when the in-house Team cannot deliver the required works, or, the volume of work received by the in-house Team exceeds the resources available. The in-house Team are tasked with completing as high a volume of work as possible, with the target for in-house delivery being increased year on year.
NCH will seek proposals (at tender stage) that deliver its social,economic and environmental sustainability objectives.
Further and more detailed information is set out in a pre-qualification questionnaire (PQQ) which is available on request (see section VI.3) II.1.6)

Bidders who request a PQQ will also be provided with a memorandum of information which provides additional outline information in relation to the services being procured.
The Contracting Authority is seeking to establish a 4 year Framework.
All tender costs and liabilities incurred by bidders shall be the sole responsibility of bidders.
The Contracting Authority will not accept PQQ submissions after the stated closing date.
The Contracting Authority is committed to contribute to its (and the Welsh Government's) social, economic and environmental sustainability objectives and will seek solutions and include contract performance conditions that provide for collaborative working arrangements which serve to address and deliver these objectives; including (but not limited to) recruitment and training of the long term economically inactive.
The Contracting Authority reserves the right to award the contract in whole or in part, or annul the tendering process and not award any contract.
All documents to be priced in GBP and all payments made in GBP.
In relation to section II.1.9 above – variants will be accepted only to the extent permitted in the tender documents (if at all).

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

NCH will require a successful tenderer of this framework to partner with NCH by ‘hosting’ the fresh start construction apprentice scheme. As host you will employ up to 20 apprentices at a time on 2 yearly training courses, on set salaries and terms and conditions to be approved by NCH. You will need to be able to claim CITB levy funding for part of the apprentice cost. The residual cost of employing the apprentice will be met through NCH supply chain partners employing the apprentices on temporary contract arrangements. Any shortfall In contributions will be met by NCH to ensure the scheme is cost neutral to the host. NCH will provide an apprentice coordinator to work with the host to administer, recruit and work with the apprentices, colleges and supply chain partners to secure successful outcomes. The host will also employ apprentices on their contracts as part of their support to the overall scheme.
